Use a GitHub action to deploy the site to GH pages instead of Maven

Oops. I figured out how to use GitHub actions to build and publish the site for the JoyOfCoding Maven project, but I didn't propagate that to the GettingStarted repository.

I need to figure out what happens, though, with the GitHub URL in the pages.yml file.

We can probably get rid of a lot of the configuration in pom.xml files related to publishing the site. Stuff like maven-scm-publish-plugin and wagon and this:

Oh, and we need to tell students to set this configuration:

Otherwise, they'll get errors like:

And disable the deploy job in GettingStarted so that it doesn't immediately fail for students.
