Tegra: support for artifacts

Tegra doesn't support the SBSA artifacts we currently try to load on all ARM platforms, resulting in various failures. We should probably warn against using non-local artifacts for now, but it would be nice if we could get Tegra-compatible artifacts in the first place. NVIDIA only seems to distribute these through apt repositories, which isn't great, so we should file a feature request.

Apparently the goal is to unify the Tegra and SBSA binaries, so let's just wait until that happens instead of reworking BinaryBuilder to differentiate between both ARM platforms.
