We adopt the same policy and procedure as Julia itself. JuliaHEP is the body that takes care of this, as our community representatives.

Delegate code of conduct handling to JuliaHEP, which is a significant enough grouping to handle this (an individual software project just can't manage this, it's too heavyweight).
Hopefully this is never needed, but what do you think @szabo137 @Moelf @peremato @amorenobr (as current JuliaHEP conveners).
