add a CI who publish artifact static link to llvm

It would be helpful to have a ci who publish artifact for macos, windows and linux, to avoid building from scratch. I have already do it on my fork of llvm-cbe (with some personal change) https://github.com/coco875/llvm-cbe so if you want I can make a pr to add it to the main repo ?

Not really. CI only takes about 20 seconds to build this repo, but each version is strongly tied to a particular upstream version and libstdc++ library, so there seem too many possible combinations to build here realistically

hmm I download the version of build by ubuntu22 on my fedora (42) who use a more recent version of libc and it work fine so don't really see the problem else there is also the option to use musl.
