New release with update `HDF5_jll` compat bounds

It would be convenient to have a new release of HDF5.jl that allows using HDF5_jll @2.x which supports the new MPI ABI. (Project.toml has been updated, all that is needed is a new patch release.)

I also could entertain a pull request to the release-0.17 branch with just the HDF5_jll compat bounds to be released as 0.17.3.

There is no urgency. If you're planning a release on a timescale of a week or two then this would be excellent.

I think there is an issue with HDF5_jll compat bounds for Julia. I cannot seem to load HDF5_jll v2 on Julia 1.6.

I'm preparing to release version 0.17.3 from the release-0.17 branch but all the Julia 1.6 tests are failing:

I guess HDF5_jll v2.0.0 does not fail on Windows with Julia 1.6.

(I remarked this earlier, but apparently not in this thread.)

HDF5_jll 2 was built with a compat bound of Julia 1.10. The reason is that some of its dependencies require Julia 1.10.

When building jll libraries, at some point last year we stopped supporting gfortran3, gfortran4, and cxx03. This means that Julia 1.6 cannot use these jll libraries any more. Since Julia 1.10 is the oldest currently officially supported version we decided to update compat bounds to Julia 1.10 in cases where supporting Julia 1.6 would require significant effort.
