What makes you think that is an issue of Compat.jl?

Up to now, just that Compat or OpenSSL_jll changed and the updating gave the warnings. I looked into both, but couldn't see anything obvious.

Given that the only change between v4.18.0 and v4.18.1 is a changed test, which cannot affect other packages, I'm pretty confident it's not Compat who's to blame here. Feel free to report back if you figure out otherwise.
