RP-1 is supposed to stop you from warping through a project when you don't have any funds, but it does not work. At high time warps (like when hitting the "warp to complete" button), you weirdly gain funds somehow. At low time warps, you can just stay at 0 funds forever, never dipping into the negatives because RP-1 doesn't allow that for some reason. The project pushes itself back as well, which is probably intentional, but it ends up being hard to tell when that project will actually complete, and likely not at a consistent date due to the unpredictability of time warp and the time step.
The best solution here is probably to just allow you to go into debt in RP-1. It could be as simple as that, or there could be some sort of interest + loan mechanism in place as well.
