Allow checking if player did not select a language #25

Right now, OnPlayerSelectedLanguage() is only called if a player actually selected a language (response=1).
Player_GetLanguage() falls back to default language in that case.
Per user request, call it too if a player did not select a language.
To check if a player selected a language, add a function that checks if player's language is empty
