I suggest adding buttons on the main screen (/admin/menu) where each product has two arrows for moving it up and down. Internally, this will work the same way with the numbers, but it significantly reduces the amount of work required from the employees as they click a button rather than having to find out what is the correct number to use.

I considered just doing it in the same pr where i initally did sort_order but it was out of scope for menu-rules.
