Keras Issue for TensorFlow Hub model

I'm guessing this is a Keras 3 + TF2.15 issue.

We're basically waiting for TF2.16 which will bring proper compatibility to Keras 3.

In the meantime, reinstalling Keras or TF to a matching version is probably the best solution.
