Description of the Issue

LKMT liangguang still recieves events about purged RKMT characters such as chen jitang or li zongren in its military focus events which is clearly bugged. These events should have alternate versions or be restricted to before 4th army coup/before baise uprising depending on the event

Steps to Reproduce

1. play as lkmt liangguang
2. complete the army and naval trees
3. observe
