Render time of event in viewer's time zone?

I want to be able to enter events using my local time zone. But, I want to share the events calendar with people around the world and have them see the events in their local time zone.

Put another way, what does the TIMEZONE parameter affect?

And are events stored in GMT? Can I simply deploy two instances of the calendar with different values for the TIMEZONE parameter to get the same events rendered for 2 different timezones?

Indeed, the TIMEZONE configuration setting allows you to have different instances with different rendered timezones. If that's an option, you can do it.

As for doing it in viewer's timezone, it is not trivial, there is not a single, simple specific option. You would have to do things like IP address geocoding, or playing with Javascript to get the browser local timezone and set it into a cookie, so the server can then read then that cookie and change the displayed timezone dynamically...

The Javascript cookie thing could be done and would be a cool improvement, but I sadly currently don't have the time to implement it myself.
