CLUBB CCPP First jobs

1. Setup and/or update sandboxes, forks, clones, branches and local code directories
2. Create a CCPP cap for the main CLUBB api calls. In the documentation, this is referred to as "Convert the "portable" layer"
3. Create metadata files for the cap and any derived data types used in the CCPP interface. In the documentation, it's step 2 "Create metadata"
4. Possible/optional Add a github action that validates the metadata after every update/pr to the repo. This is not in the CCPP documentation at this point, but seems appealing to CLUBB users.
