Page builder personalization dialog is cut off by bounds of editable area

Brief bug description

What went wrong?

The pop-up dialog for personalization on widgets is cut off by the bounds of a page builder zone.

Repro steps

1. Open a page with page builder in chrome
2. Place a widget at the top of a new editable area with no other widgets or sections
3. Position the page so that there is more on-screen space above the widget than below
4. The dialogue renders above the widget, cut off by the bounds of the zone.
   (the issue is not exclusive to the top of the zone, but this has seemed like the most consistent way to reproduce on different screen sizes so far

Expected behavior

The dialogue should spill over the edge of the zone

• chrome on windows

Caused by overflow: hidden CSS
