New Kilo Code users: Guided setup for first time AI projects

When you start using Kilo Code with a project for the first time let's set us up for success.

For example, it would be great if Kilo Code could (ask if ok to):

• copy/symlink any cursor/cline/roo rules to .kilocoderules
• use a memory bank or SPARC-mode
• If Kilo Code can scan the repo and fill the rules with some detected preferences
