How to Organize settings: auto-approved tools vs auto-approved "limits"

I'm realizing now that the UI for all of these auto-approval settings is a little confusing– it's mixing together auto-approved tools vs auto-approved "limits" (that I'm adding now). Maybe it'd be worth re-arranging things to make that clearer?

Yes, I concur. It would be good to separate actions from limits
Yes, we can rearrange these later or when we are in Amsterdam
I find it a little strange that there is a cost for auto-approve separate from topping up if you aren't auto-approving.
