Submodule for Files app - enabling Smart Storage option #328

Description
Feature Description: Is there is a way to install a sub module, that will only enable the Smart Storage option in the Files app. It can also be bundles with the google photos submodule.
This feature, automatically deletes UPLOADED photos, after X days, or when the device storage gets below 25%.
It helps in automation scenario, where one phone transfers to a pixelified one to upload photos, without the need to manually do it.
