Allow default value for "items per page" to be configured

When looking at dashboard pages, the number of items per page seems to default to 10 builds without any way to change it. On projects with a lot of build configurations this means you cannot see all of the builds for even a single commit without paging or selecting a larger number of builds per page each time CDash is opened.

How can we make CDash better?

Add a per-project or per-user-account default for builds per page that can be configured via the web interface or .env file

@azonenberg CDash uses cookies to retain the user's selection across page loads. Is that not working for you?

If I log into an account from a new machine, or visit from a session with empty cookies as an unlogged user, I want to have a project/server specific default value configured rather than 10.

For the former, making the cookie setting saved to the user account (so the preference setting sticks when logging in to a new machine) would be good.

But I also want the public dashboard to show >10 builds by default since we have >10 build configurations that a visitor will likely want to see at a glance.

@azonenberg I agree that moving this to be a field stored in the database makes sense. That is something which should be done around the time this page is transitioned from AngularJS to Vue. In the meantime, I have opened #3728 to increase the default from 10 to 50.
