FileResponse should support sending HTTP 304 - Not Modified

Looking at the souce for StaticFiles, it seems that the Not Modified check could be handled inside FileResponse instead, WDYT? Any reasons for the current design?

I'm happy to send a PR if we agree on that

I can't think of a reason why it is on the StaticFiles. 😅
