KTable headers are on an incorrect z-index

A z-index: 2 added in #2629 which causes the following to happen:

Hi @johncowen! So z-index: 2 is needed to ensure table header element stays on top when table is scrollable vertically and has bulk actions (see screenshots with and without z-index property). I suggest you either:

• override z-index value locally in components that are affected by this change (which I think is whaat you did here) - in this scenario you might want to ensure all table content stays underneath the table header when it's scrollable
• or give your dropdown a higher z-index

You might want to use CSS isolation: to ensure the z-indexing here doesn't interfere with consuming applications.

I've applied this in our application as its a better fix and doesn't overwrite the z-index added here. I also gave it a quick try in the kongponent itself and it also seems to solve the issue but still support the z-indexing you need due to the custom KInput icons, but I'll leave it up to you if you wanted to use this approach or not.

Let me know if you apply it here and we can see if we want to remove it from our application 👍 , alternatively let me know and we decide whether to close this issue or keep it open so others encountering issues are aware of this workaround.
