Add form views for RateLimitPolicy

We didn't add form views for creating/editing RateLimitPolicy (or rather, we did, but ended up pulling because of API changes).

Let's look to add these back given that v1 APIs are now stable.

Look at the best solution for the translation between the yaml and form view. How do we show more complex yaml views
