Add `PlanPolicy` and `OIDCPolicy` to console plugin

Add the PlanPolicy & OIDCPolicy resource to the console. YAML only editing is fine, similar to RLP. Just need to add the resource/version to a few places to add it.

This PR adds TokenRateLimitPolicy to the plugin, we can do similar to add these resources as well:
