Move the conformance server Dockerfile to upstream

Let's move this to the upstream conformance repo https://github.com/modelcontextprotocol/conformance/tree/main

This was discussed on discord, with the mcp inspector given as an example of how to approach this.

Just to confirm, should the Dockerfile be moved as-is to the upstream conformance repo, or are there any specific adjustments expected while doing so?
