docs: Add korean translation for README.md (#849)

I have read the CLA Document and I hereby sign the CLA
This PR adds a complete Korean translation of the README file as
`README-ko.md`.

- Translated all content from English to Korean
- Added a notice at the top indicating this is a Korean translation
