Update to nexus publish-plugin 2.0.0 #140
Description
Currently in RC's: https://github.com/gradle-nexus/publish-plugin/releases/tag/v2.0.0-rc-1
This version is needed for full deprecation-free compatibility with Gradle 8.2.
We should put this into 4.0.0, which will provide an opportunity for other mildly breaking changes as needed (perhaps an indra-git revamp to allow for config cache down the line)
