BANZAI should check the shipper message to see if it has a public date and use that if it does.

The shipper has a more dynamic list of proposals that should become instantly public. It puts the expected public date in the to fits exchange message in the public_date field. BANZAI should respect that date if given and only fall back to the default when it is not in the message.
