Unstarted Quest completing and sending to Chat/Console #817

Your plugin is the only quest plugin on my server, occasionally players are getting this message
[17:48:11 INFO]: [ChatControl] Console:|Completed quest!
whilst doing various actions, then getting the above message in chat as well as it being sent to console.
I believe your quest plugin is detecting players actions and attempting to complete quests that have no been initiated by the player thus not completing but just confusing the players.
Steps to Reproduce
You will need to just complete a quest task that hasn't been initiated and see if you get the false flag completed quest message.
Environment
- Minecraft version: 1.21.8
- Server software: Paper 1.21.8 Work-around fix for #59 #60
- Quests version: Quests-3.15.2-b216e2b
Agreements
- I am running the latest version of Quests
- I am certain this issue is unique and a similar issue is not currently open
- I am using a version of Minecraft which is supported by Quests
