Add Support for DAQmx Hardware Timed single point

When this option is enable it will not allow channel expansion as it needs to be in the same target. 
Right now we have a hardware timed based on a continuous acquisition and pulling for a single element buffer. But for faster control we need to enable this option.
This is a complex upgrade so it will only be implemented if we have particular request.
