Use Docker Autotest #2

Some of the wheel was re-invented here simply due to coding frenzy, but we should actually be using Docker Autotest for the instance builds and test definitions.
I think I still like the whole tests/ folder that I have going on though. I think it would be nice to have a default config file, then allow overrides in the independent repos. In this way we would still achieve our centralization, while unlocking the power/ease that is Autotest.
