Right now I am just using the http://localhost:8000/service/01965e15-9595-7563-b1b1-a04d939c52f6 within WAVS itself for the config URL.

I can easily add a small codeblock section that uploads this cofig -> IPFS and then call updateAVSMetadataURI on the contract deployed from the middleware. This will be its own section and marked optional for local devs

Try pinata or NFT storage for IPFS storage.
