bug: lzRead service in Monad testnet is failing #1772

Describe the bug
ReadLib1002 address, which is required for lzRead service is not registered as library in Monad testnet.
To Reproduce
Try calling setSendLibrary or setReceiveLibrary function from Monad EndpointV2 contract with ReadLib1002 address as library address.
