Remove lib_blewbxx_impl folder

## Description

Once the io-revamp will be merged in master, this lib_blewbxx_impl folder will only contain an empty header file thus it should be removed.
Some apps not using the Makefile.standard_app seem to reference this folder thus some extra cleanup would be necessary.
