Consistently show admin badge for users

Describe the feature you'd like

This is basically the same as #4034 but for the admin badge.
Unlike the other badges included in #4034, the admin status is not part of person and requires a person_view instead, so it can't be implemented as easily as in #4035.

For 1.0 this and #4034 is already fully implemented afaik. You can check on voyager.lemmy.ml (note that most actions are broken until #4025 is merged).
