Is your proposal related to a problem?

Sometimes people will report things they do not like, but do not break any rules. It would be a nice to have if mods could add a brief comment to why they resolved a report without taking action on it.

Describe the solution you'd like.

When resolving a report, it would be helpful to store a brief comment (maybe 255 character max?) as to why the report was resolved without an action. This comment could be messaged to the user who made the report, and/or it could be visible to the user when they go to view their reports.

Describe alternatives you've considered.

Mods could manually message users with their reasons.

Additional context

Manually messaging users adds additional workload for moderators. Adding this feature to the existing resolution process would be easier. It could also be optional, so as a reason can be provided or omitted.
