Feature Request - API: More CAKE stats and QoO stats

## CAKE

`CakeDiffTinTransit` only exposes five fields per tin:

* sent_bytes
* backlog_bytes
* drops
* marks
* base_delay_us

Please add `sent_packets` and ideally: `peak_delay_us`, `avg_delay_us`, `way_indirect_hits`, `way_misses`, `way_collisions`, `sparse_flows`, `bulk_flows`, and `unresponsive_flows`.

Also include retrieval of current QoO stats from the dashboard.
