Refactor Bluetooth device discovery filter by prefix "ESP32"

Currently, the device name is hardcoded as ['ESP32-LiquidPrep'](https://github.com/Liquid-Prep/LiquidPrep-App/blob/6e6547b8589fe623c5167e621c8809d6ea3e294a/liquid-prep-app/src/app/components/measure-soil/measure-soil.component.ts#L142)

We need to be able to filter and support multiple as shown in the screenshot below in this [development branch](https://github.com/open-horizon-services/service-liquid-prep/blob/597613458076d0fc2c1d84e00ca82e57fe3b8f47/liquid-prep/liquid-prep-app/src/app/components/measure-soil/measure-soil.component.ts#L217).
