[BUG] Themes not applied when Workspace is set as default view via Docker Environment Variable

Describe the problem

When Dashy has the VUE_APP_STARTING_VIEW=workspace set in the compose file, then when a user logs into Dashy, workspace doesn't use and apply the set theme for the conf.yml until the user selects the default view and returns to the workspace view. The workspace view should have the theme applied when the user reaches that screen the first time. I am opening this ticket to help explain the reason I am creating a pull request and what it is fixing.
