test: validate README nav anchors

Add a README navigation validator script that checks preamble links against GitHub-generated slugs for emoji-prefixed H2 headings across the main and localized READMEs. Update affected README navigation links/headings (including slug casing and tool emoji) and wire the new `validate:readme-navigation` npm script into the lint workflow.
