Issue while installation on my Dell Latitude 7480 no stsrtup window show #32

Dears
i am trying to install Ventura but after booting and select to install after Apple logo and status bar i can see the corsior of my mouse but there is no window to format the m.2 and other next steps.
i tried multi USB port, i double checked the BIOS configuration, i updated the opencore to the latst version, i disabled the USBmap, all not working with me.
by the way i found on thing that the boot window not shoing like the one in the file steps it is comming as a list then i have to move down the arrow in keyboard to select "install mac os Ventora"
please can you help me to solve this issue.
