This shader pack only adds anti-aliasing, which means that it very siightly smoothes diagonal edges to reduce staircase-like artifacts. The effect might only be clearly visible in some conditions, and becomes less noticeable with higher screen resolutions

If the shader pack actually has no effect at all, it could be failing to compile or compiling incorrectly on your system. If you think that's the case, please send a complete copy of your Minecraft log file from an instance where the issue occurs
