Heads breaking upon wind charge explosion when using PersistentHeads #93

Expected behavior

Any player_head items placed down should ignore wind charge explosions

Observed/Actual behavior

Wind charge explosions are considered regular explosions to heads and they break

Steps/models to reproduce

Load paper world with papertweaks, enable PersistentHeads, fire a wind charge at the head.
