Submission Status Summary #2125
Description
Users may often not know what the statuses of submissions represent and may not know what to expect to change or who is responsible for making that change in order for the review of the submission to proceed.
Add a summary of the submission status so that it appears at the top of the Submission Details and Submission Review pages. On the Submission Review page, make this summary accessible within a tooltip.
