Review Page and Header Redesign

Currently, elements on the review page could be better rearranged. The dark mode toggle affects the whole web application, but can only be found among other elements on the review page. Buttons for toggling highlights and the inline comment panel are easy to conflate. Buttons related to overall comments might be able to be reduced to one button.

The header could also use a link to the documentation site for those users seeking help.

Iterate on the last wireframe and produce a higher fidelity mockup of the redesign for the Review page and the application header.
