MPI Broken on HiPerGator

Describe the bug
Currently MFC is still broken on hipergator, but this time it is the MPI module. For some reason GPU cases can only be run with --no-mpi. This should be resolved. This error is completed when an example can be run with MPI disabled.

To Reproduce
Steps to reproduce the behavior:

1. source ./mfc.sh load -m g -c h
2. ./mfc.sh run examples/<any_example>/case.py --gpu --mpi

Expected behavior
It to work.

Environment

• HiPerg=Gator

Additional context
This bug should be able to be 100% resolved with changers to the modules file in the toolchain
