Improve usability of Archived Projects page

The console "Archived Projects" page is difficult to use for a few reasons:

• The list includes both projects that were rejected by the editor, as well as projects that were withdrawn by the author. It would probably make sense to split this into separate pages for rejected vs withdrawn.

• It's not clear what the sort order is. At least for rejected projects it would be nice to sort by the date/time of rejection.

• It would also be nice to have a search form (search by title and/or authors at least).
