Some JPEGs are 0 MB - file corrupted

For some HDR files it just doesn't work. Attached is a link to a file for example.

I'm also running into this issue. I suspect it has to do with the detected max value < 1, which is valid for some EXR files and still leads to different results than loading an LDR image directly.
