Depreciated repository

@MPAS-Dev/all-developers, it appears this repository has undergone depreciation. Do we still need it under our new repository structure?

The MPAS-Atmosphere core isn't making use of this repository.

@pwolfram thanks for pointing this out. MPAS-Ocean no longer uses this repo.

We discussed repo organization last spring when we moved to open development, and we all agreed to delete this repo. I will double check, but I can take care of it.
