Installing GIMP_Full does not actually install help content

The description of GIMP_Full package states that the package installs, GIMP, help and plug-ins. It installs GIMP and plug-ins correctly, but does not install any help packages. Are help packages intentionally removed from .pm file as they are depended on locale ?
