Rate Limiter Implementation - #262

✅ Implementation Complete

Comprehensive rate limiting system for market operations with configurable limits, multiple independent rate limits, user exemptions, and detailed status queries.

Per-User Tracking

Each user has independent counters for each limit ID:

  • Allows tracking user1's trades separately from user2's trades
  • Tracks same user's trades separately from withdrawals

Automatic Window Reset

  • Windows expire after configured timeWindow
  • Counter resets automatically on next operation after expiration
  • No manual cleanup required

User Exemptions
