Improve Choice to better handle

Get closer to the spec and better handle missing paths.

Created an example scrip that shows the various outputs.
Get floe to follow the way the aws does

I had thought that ignoring missing paths was the way to go but need to change the PR to more closely follow aws state machine local reference implementation
